Making the case for better starts with articulating the problem

Infrastructure funding is long overdue to support the foundational work of Aboriginal Community Controlled Health Organisations (ACCHOs).

The context

VACCHO is the peak representative for the health and wellbeing of Aboriginal and Torres Strait Islander people in Victoria. The work of their Members is crucial to Closing the Gap in health and life expectancy.

Our approach

Jigsaw Theory developed a suite of infrastructure assessments for 31 of VACCHO’s member organisations and their 200 buildings, to gather evidence of the urgent need for investment.

Navigating a broad scope and complexity, we worked with VACCHO over 18 months to build a compelling picture of the opportunities to upgrade this essential infrastructure and support the health and wellbeing of Victoria’s Aboriginal and Torres Strait Islander communities.

The results

We collaborated with Infrastructure Victoria and VACCHO to develop a major report describing:

  • the grim state of the infrastructure, with 52% at the end of its useful life

  • the lack of funding available through an overly complex funding landscape

  • the efficiency of service delivery under the Victorian ACCO model

  • the ongoing resilience and innovation of community-controlled organisations.

The report was published in April 2025 with a recommendation from Infrastructure Victoria for urgent investment.
